JOB SUMMARY
Develops, implements, and delivers emergency preparedness educational programs with the goal of reducing injury, loss of life or property in the City of Bellevue as a result of a disaster.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Develops, prepares and delivers educational presentations to businesses, residents and City employees.
· Develops campaigns and prepares displays for community events; represents the City at safety fairs and home shows to increase awareness of emergency preparedness.
· Develops, designs and writes articles, news releases, flyers and newsletters and other materials promoting personal and family preparedness; develop and maintain statistics to use in materials design to increase awareness.
· Conducts safety inspections in private residences and installs safety devices as needed.
· Trains, selects and secures speakers, trainers and resource staff.
· Assists schools, businesses and other community groups in designing and implementing disaster plans.
· Acts in the position of Emergency Operations Center Manager during the absence of the Emergency Preparedness Manager.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Emergency Preparedness Manager.
May supervise volunteers, as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited two-year college or university with a degree in business administration, psychology, communications or related field.
Two or more years of professional related experience in community organizing or other related area.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Knowledge of the functions of emergency preparedness management; knowledge of fire department operations, incident command system and fire suppression methods; knowledge of geology and study of earthquakes; knowledge of mitigating against the effects of earthquakes; knowledge in the techniques of public relations.
Familiarity with various types of audio-visual equipment and possibilities.
Ability to speak clearly and persuasively; ability to elicit cooperation.
Knowledge and understanding of human behavior and characteristic responses to stress and techniques for behavior modification.
Knowledge of different learning styles and ability to adapt programs according to age and audience.
Knowledge of interview techniques and counseling skills used in dealing with juvenile fire-setters; ability to evaluate and determine when more in-depth counseling is warrant; ability to make recommendations for further education.
Knowledge of and skill in teaching and demonstrating the use of fire extinguishers.
Ability to identify fall and fire hazards.
