JOB SUMMARY

Performs routine technical engineering related work for utilities projects and programs including water distribution, sewer collection, storm water, stream and surface water programs, water quality, capital project design and construction, and mapping. Assists an Engineer in the application of principles, methods, and techniques of civil engineering technology.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

· Reviews private development plans and City plans for conformance to codes and standards; monitors developer extensions to completion; works with inspectors to insure that standards are met before City acceptance; reviews plans relating to industrial waste pretreatment applications, irrigation and cross-connection control.

· Researches problems and makes recommendations for change including revising and adopting engineering standards and codes.

· Oversees contracted work including bid process, inspections and contractor payments.

· Creates maps using spatial database engines; updates and tracks changes to as-built maps; prepares base maps; prepares detailed dimensional drawings and design plans in AutoCAD; maintains and updates data contained in various databases.

· Schedules and performs inspections; issues reports and creates correspondence and enforcement notices.

· Samples and monitors storm and surface water locations; maintains sample data; creates and files required reports detailing tests conducted and results; creates and maintains field notes.

· Monitors drinking water quality in the distribution system; collects samples; maintains follow up data and records.

· Responds to reports of pollutants; investigate and trace to their source; identifies pollutant; enforces clean up and educates the public.

· Reviews project specifications and confers with Civil Engineer concerning assistance required such as plan preparation, acceptance testing, evaluation of field conditions, design changes, and reports.

· Coordinates Private Maintenance Inspection program (PMI); conducts program inspections, issues letters and reports; updates data base; prepares site diagrams; oversees enforcement.

· Researches records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc. and zoning district designations or special property assessments.

· Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete, and asphalt.

· Assists engineers to ensure that construction and repair of water, wastewater or storm water systems meet control requirements.

SUPERVISION RECEIVED AND EXERCISED

Works under the moderate to general supervision of Senior Engineer Technician, Engineer, Senior Engineer, Engineering Supervisor, Engineering Manager.

No formal supervisory responsibilities, but may act as lead worker, train new employees, and/or review the work of interns and temporary employees.

EDUCATION AND EXPERIENCE REQUIREMENTS

College-level coursework or graduation from an accredited two-year college or university with a degree in drafting, engineering sciences, project management or related field.

Two or more years of responsible related experience in drafting and civil engineering technician related work.

Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Flagging certification may be required.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of City water distribution, wastewater collection and storm drainage systems; generalized knowledge of utilities operations; knowledge of Federal, State and local water quality standards and issues; knowledge of field data collection techniques, interview skills; basic understanding of principles and practices of utilities project design process.

Ability to perform routine work completely, accurately and consistently; ability to accurately record data and develop simple reports; ability to research policies and procedures and to respond to inquiries for information.

Knowledge of software programs and databases used by the City for mapping, design and analysis; ability to perform data entry as needed.

Knowledge of the operation of field equipment and ability to perform minor trouble-shooting on equipment.

Ability to listen and ascertain the needs of customers; ability to find and communicate accurate information concerning process, policies and procedures to customers; ability to respond to customers tactfully and courteously.
