JOB SUMMARY

Manages a division or major program of the City's Transportation department including, but not limited to, traffic operations, engineering, construction, signals and lighting. Oversees staff, budgets and contracts; serves as community and project liaison; provides complex, technical engineering support; facilitates resolution of issues with other city staff, consultants, contractors, businesses, private utilities, developers, other agencies and citizens.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

· Develops and implements policies, established procedures and working planning; expedites workflow.

· Manages division, programs or functions; develops goals and objectives; ensures that staff has appropriate project understanding.

· Manages and oversees staff involved in the implementation and development of the CIP; provides CIP design support.

· Prepares budget requests; administers adopted budget in assigned area of responsibility.

· Determines applicable codes, regulations, and requirements for projects assigned to staff..

· Oversees the coordination and development of engineering plans and specifications, competitive bid process, and management of contractors and vendors.

· Maintains regular contact with consulting engineers, construction project engineers, City, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.

· Provides intersection signal and channelization design and direction.

· Takes leadership of and/or provides direction to staff; ensures resolution of problems.

· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of a Transportation Assistant Director.

Exercises supervision over Engineering Technicians, Engineers, Senior Engineers, Temporary Employees and Interns.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in engineering.

Five or more years of progressively responsible related experience in transportation engineering and project management as well as supervisory experience.

Washington State Professional Engineering license preferred (required for some positions).

Other required certifications may vary depending on work performed.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of civil engineering practices, principles and methods; extensive knowledge of transportation construction practices and methods; considerable knowledge of applicable City policies, laws and regulations affecting department activities.

Ability to communicate effectively, both orally and in writing.

Ability to negotiate effectively with employees, other business units and departments, outside agencies and the general public.

Ability to plan, organize and monitor the work and activities of self and direct reports; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the department's goals.
