JOB SUMMARY
Provides legal and policy advice and counsel for a department within the City of Bellevue government. This position is assigned to multiple departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:
- Develops, interprets and implements policies, procedures, ordinances and resolutions for a city department; responds to state legislation and advises department of legal requirements.
- Responds to inquiries from employees and managers.
- Writes and reviews contracts and other agreements.
- Conducts legal research, advises and develops strategy in response to claims and lawsuits filed.
- Prepares legal documents such as Hearing Examiner briefs and Laudermill letters; provides notice of personnel actions; reviews documents such as disciplinary notices, grievances and appeals.
- Oversees internal investigations and/or works with Internal Investigator in charge of investigation.
SUPERVISION RECEIVED AND EXERCISED
Works under the moderate to general supervision of Department Director.
No formal supervisory responsibilities.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited law school with a Juris Doctorate degree, admission to the Washington State Bar preferred.
Three or more years of professional related experience in civil litigation.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of state statutes relating to municipal affairs and/or employment law; comprehensive knowledge of courtroom procedures; considerable knowledge of laws relating to the purchase of goods and services, contracting, labor, employment, land use, environment and traffic control; working knowledge of modern policies and practices of municipal law and public administration; considerable knowledge of personal computers including word processing and spreadsheet applications.
Skill in preparing briefs and other legal documents.
Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, the court system, and the general public.
