JOB SUMMARY

Provides vision, leadership and general oversight to assigned City departments. Facilitates the development of City-wide strategy and policy in collaboration with the senior leadership team, City Manager and City Council. Ensures that the City's mission, Council direction and core values are incorporated into operational activities and services. Oversees the City's public information program and provides strategic direction for the City's biennial budget process. Represents the City in the community, the region and nationally with regards to policy and operational initiatives. Serves as the City Manager in his/her absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Advises and consults with the City Manager on policy and strategic issues; assists with decision-making and provides leadership in problem-solving City-wide issues.
  • Supports the City Council in their roles as policy-makers and key regional players. Interacts actively and regularly with Council to set strategy and develop positions.
  • Responds to a wide variety of unexpected or emerging issues; defines appropriate direction in consultation with departments; supports department positions/issues.
  • Facilitates identification of issues to the leadership team; collaborates with team members to problem-solve and make decisions.
  • Coordinates the activities of departments to ensure a consistent approach towards common projects and interests.
  • Oversees, motivates and evaluates department directors and key staff to help: (1) achieve their individual goals; (2) collectively achieve their department's mission; and (3) foster leadership development throughout the organization.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Directs the City's public information program to ensure an effective and fair representation of City policies, accomplishments and decisions. Recommends implementation of programs and equipment to help the public information program achieve its objectives.
  • Provides general oversight and support to the finance director in the preparation of the City's biennial budget.
  • Serves as the City's representative to national, regional and community committees and organizations. Identifies national, regional and local issues and represents/articulates City's position.
  • Serves as a member of senior management on task forces and committees participating in the City's strategic planning efforts, and addressing City-wide policy and management issues.
  • Presents issues and recommendations on major issues requiring policy direction to appropriate advisory bodies and to the City Council.

SUPERVISION RECEIVED AND EXERCISED

Works under the broad policy guidance of the City Manager.

Exercises supervision over City operating departments and key staff, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in business, public administration, planning or related field.

Master's degree in business, public administration, planning or related field.

Ten or more years of progressively responsible related experience in a position of comparable scope and size as the City of Bellevue.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of the principles and practices of public and policy administration at the local and regional levels. Good understanding of national policy issues affecting local government practices and funding.

Thorough knowledge of public finance and budgeting.

Skill in effective, clear and persuasive oral and written communications to individuals and groups.

Ability to negotiate agreements and/or reach consensus with diverse and disparate interests.

Skill in resolving conflicts and gaining cooperation among competing interest groups.

Ability to provide leadership, counsel, motivation and constructive performance reviews to senior level staff, securing their respective commitments to the City's goals.

Ability to articulate and promote the City's strategic positions, including its core values, to a diverse audience.

Skill in facilitating and collaborating with senior level managers to determine the most effective and efficient approach to delivering services and solving City-wide issues.

Ability to identify the City's future direction in response to changing community needs, and to develop, implement, and communicate a vision for appropriate plans, and action steps.

Ability to develop and maintain productive relationships with elected officials, business leaders, community leaders, advisory boards, the news media, and the general public.

Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
