JOB SUMMARY
Performs a variety of technical and professional work in directing and overseeing the compensation, benefits, and HRIS services and strategies delivered to the City's employees. Provides management, organization and leadership support for employees engaged in delivering these services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Evaluates and recommends changes to compensation policies; develops new, enhanced or revises existing compensation and benefits programs based on current trend analysis and policy direction.
- Ensures that total compensation policies and practices conform to state and federal standards and guidelines.
- Develops and administers exempt and nonexempt salary programs to ensure equitable and competitive pay practices for the City; analyzes survey data to determine the competitive position and recommends changes in salary structure as required.
- Prepares, and oversees the preparation of reports, salary administration policy manuals, internal publications, and program description materials.
- Performs and oversees analysis of job worth, salary surveys, competitive wage rates, design of compensation packages and other related compensation and benefits projects.
- Advises department directors, managers, supervisors, and employees on interpretations of compensation policies and practices.
- Oversees HRIS system; identifies system requirements from a human resources perspective, coordinates implementation with other system users.
- Keeps informed of new trends, developments, laws, and regulations related to the administration of compensation and benefits.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Human Resource Director.
Supervises the Benefits Administrator, a Human Resources Specialists, and a Human Resources Assistant.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in Human Resources, Public Administration, Business, Finance or other related field.
Five or more years of progressively responsible related experience in compensation and benefits analysis, including some HRIS experience, as well as supervisory experience.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
American Compensation Association coursework and Certified Compensation Professional designation preferred.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of current trends and practices of public human resources administration; thorough knowledge of employee classification, compensation and benefits; considerable knowledge of managerial principles, techniques and practices; broad understanding of HRIS principles and operations.
Considerable knowledge of databases and spreadsheet programs utilized by the City; expertise in use of City's central financial information system.
Skill in planning, directing and administering human resources programs and systems.
Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to establish and maintain effective working relationships with employees, labor unions and the general public; ability to efficiently and effectively administer a human resource system.
Ability to identify business requirements and translate them into terms that are recognizable to HRIS developers; experience evaluating software modules and their capabilities for facilitating business process improvement.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the department's goals.
Skill in effective, clear and persuasive oral and written communications to individuals and groups.
Skill in researching complex issues and developing recommended actions.
Ability to plan and organize the work of others; ability to delegate; ability to manage project/activity deadlines of self and others.
