JOB SUMMARY
Administers, directs, and controls the planning and design of a major capital development project for the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Establishes goals, priorities, policies and procedures for project execution.
· Directs, expedites and approves contract negotiations.
· Manages and monitors engineering designs and quality assurance.
· Manages and approves the project finances and budget.
· Responds to public issues and concerns.
· Supervises professional and technical staff assigned to project.
· Serves as spokesperson, facilitator or participant in meetings and presentations to discuss projects or proposals.
· Provides professional technical input to design section staff; ensures that all engineering and design meets Federal, State and City codes and department requirements.
· Develops and implements systems to track performance measures related to project schedule and budget; manages the budget.
· Oversees the work of design staff, project teams and consultants, including utility engineering standards, specifications development, selection of consultants, fee negotiations, payment approvals, grand administration and quality control.
· Represents the City and makes presentations to City officials, other jurisdictions or organizations and the general public to explain technical design features, project priorities, or project modifications requiring additional funding.
· Takes leadership of and/or provides direction to staff; ensures resolution of problems.
· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the department's Engineering Manager, Assistant Director or Director.
Exercises supervision over Capital Project Coordinators and other staff, as assigned.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in business or public administration, project/construction management, urban planning or related field.
Five or more year of progressively responsible related experience in Capital construction project management, including some supervisory experience.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Architecture or Professional Engineering license preferred..
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Ability to plan, organize and monitor the work and activities of self and direct reports; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the project's goals.
Knowledge of planning and civil engineering principles.
Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization.
Skill in using a personal computer, engineering applications, and data management software in performing duties.
Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions; ability to juggle multiple priorities; ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing.
