JOB SUMMARY

This position is located throughout the City in a variety of departments. Plans, organizes and implements customer service activities pertaining to facility rental, billing, and other financial service issues; supervises personnel providing customer services; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

  • Plans, organizes, and assigns activities of the facility operation function and is directly responsible for maintaining positive customer relations and successfully resolving customer complaints and issues.
  • Supervises and trains facility operation personnel.
  • Reviews and evaluates staff performance and assists in establishing goals and objectives.
  • Selects and hires new employees.
  • Coordinates the preparation, distribution and receipt of customer bills in a timely fashion.
  • Ensures compliance with policies, procedures, City Ordinances and Council-approved rates.
  • Collects information from the Finance Department regarding delinquent accounts.
  • Performs liaison functions between Finance and other departments to ensure efficient service.
  • Refers service complaints to appropriate personnel for further investigation.
  • Prepares a variety of written reports and materials.
  • Assesses monetary needs and makes recommendations for section budget and assists in development of department operational budget.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision.

No formal supervisory responsibilities but may lead and direct the work of other staff.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university.

Five or more years of professional related experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of customer service techniques.

Knowledge of principles and practices of effective employee supervision.

Knowledge of fundamental accounting principles, procedures and applications.

Knowledge of facility rental operations and maintenance procedures.

Knowledge of databases and spreadsheet programs utilized by the City; knowledge of City's central financial information system; knowledge of applicable information technology relative to service area.

Knowledge of English usage, spelling, grammar and punctuation.

Ability to maintain cooperative working relationships with a variety of citizens, boards and City staff.

Ability to supervise the work of staff including coordinating, assigning, monitoring and evaluating work; hiring, training, counseling and disciplining staff; and processing grievances.

Ability to analyze and prepare accounting systems, budgets, schedules, reports, policy and procedures manuals and business correspondence.

Ability to communicate clearly and concisely, orally and in writing.

Ability to respond to public inquiries and complaints in a tactful, effective manner.

Ability to exercise sound judgment within established guidelines.

Ability to use word processing and spreadsheet computer applications provided by the City.
