JOB SUMMARY
Participates in the delivery of medium to large-scale Information Services (IS) projects by coordinating and supporting all facets of the systems development life cycle as well as the acquisition and installation of vendor provided applications. Provide IT Project Management Services as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Coordinate IS project activities with other IS divisions and participating departments.
· Develops and maintains project schedules and ensure the City's project and product development standards are upheld.
· Develops and writes requests for proposals, project proposals and project plans; prioritizes and evaluates projects and tasks.
· Evaluates software and vendor credentials for major application replacement initiatives.
· Facilitates workload planning and resource management.
· Creates and negotiates contracts; supervises consultants and temporary employees.
· Models and analyzes business process flows.
· Provides customer support and consultation on Management Information Systems (MIS) topics. Performs liaison functions to all customer departments.
· Tracks and collects performance and status information for development of monthly status reports and planning processes.
· Supports Web based and client/server application implementations, including data conversion and customization.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Information Services Manager.
No formal supervisory responsibilities, but may act as lead worker, train new employees, and/or review the work of consultants and temporary employees. Position requires the ability to exercise influence with positions and people where no formal supervisory relationship exists.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in Computer Science, Management Information Systems or a related field.
Five or more years of progressively responsible related experience in business systems analysis, software development and installation, and project management.
Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of computer systems; considerable knowledge of office automation and computer hardware and software applications; working knowledge of local area networks (LANs).
Ability to install and operate a variety of software programs; ability to troubleshoot existing application programs and computer systems; ability to meet project deadlines; ability to establish and maintain effective working relationships with supervisors, employees and local government officials; ability to communicate effectively orally and in writing.
