JOB SUMMARY
Develops, coordinates, and implements the City's policy positions on all external governmental matters covering all departments and areas of activity of the City at all levels of government. Ensures provision of staff support to Council serving on regional, state and national committees, coordinating where possible with Departmental staff. Serves as lead negotiator for the City on many intergovernmental contracts/issues. Serves as a member of the leadership team and participates in the recommendation of strategic direction for the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs and coordinates intergovernmental activities of City staff and Council members.
- Performs strategic planning and policy development on intergovernmental programming for the City at regional state and national level.
- Prepares and briefs the Council on intergovernmental issues.
- Develop, plans and facilitates meetings between Council, staff and state, regional and national elected officials.
- Participates in various committees and serves as a City representative in variety of regional and state forums.
- Establishes and maintains effective working relationships with City's county, state and federal delegations. Manages intergovernmental relationships with other cities.
- Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.
- Prepares reports for Council meetings and other surveys and reports.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the City Manager.
May supervise staff in the City Manager's Office.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited four-year college or university with a degree in business, public or policy administration. Master's Degree preferred.
Five or more years of progressively responsible related experience in local government work.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Broad knowledge of City mission, vision, strategic direction, goals, objectives, policies, procedures, priorities and departmental operations.
Knowledge of the principles and practices of modern public administration and policy development; Extensive knowledge of federal, local and regional issues impacting City programs and City operations.
Skill in identifying emerging issues, developing and implementing new approaches and/or refining the department's organization structure to generate desired results as efficiently as possible; ability to anticipate and resolve problems before a crisis ensues.
Strong ability to maintain confidences and routinely handle extremely sensitive and political information; skill s in human relations, diplomacy, tact and negotiating.
Ability to negotiate and administer contracts with outside vendors and service providers.
Ability to develop and maintain productive relationships with elected officials, community leaders, advisory boards, the news media, and the general public.
Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
Skill in researching complex issues and developing recommended actions; ability to conduct complex administrative studies. Ability to prepare informative reports and deliver persuasive, succinct presentations to senior management and elected officials as required.
Skill in effective, clear and persuasive oral and written communications to individuals and groups.
