JOB SUMMARY

Provides direction and leadership for the operational activities of the Parks and Community Services Department. Through managers and supervisors, directs and integrates park planning, design and project management, and resource management. Also oversees the human services and administrative division of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Provides direction to managers, supervisors, and senior staff members in areas such as policy, operations and planning.

· Responds to and resolves issues of concern regarding department operations.

· Develops and implements broad policies and procedures; develops new approaches to service delivery, performance measurement, capital development, and financial development and control.

· Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

· Prepares reports and memoranda; reviews and approves contracts and budget-related documents.

· Recruits and retains qualified personnel consistent with applicable laws, regulations and procedures.

· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

· Prepares realistic and fiscally sound biennium and special budgets to enable the department to achieve its objectives, including special activities assigned by the City Council; ensures that the department functions with budget appropriations.

· Serves as the City's representative to committees and organizations.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Director of Parks and Community Services.

Exercises supervision over supervisory, professional, technical, and support staff within the department, either directly or indirectly through managers, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in public administration, management, or other related field.

Five or more years of progressively responsible related experience in parks operation, community services, and personnel management as well as supervisory experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

CPR/First Aid certification may be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the principles and practices of modern parks and recreation programs; thorough knowledge of the equipment and facilities required in a comprehensive park and recreation program; extensive knowledge of the principles and practices of maintenance, construction, and use of public buildings and park facilities; considerable knowledge of community recreation needs and resources; considerable knowledge of managerial principles, techniques and practices; working knowledge of the principles and practices of office management, work organization and supervision; considerable knowledge of personal computers including word processing, database, and spreadsheet applications.

Skills in developing effective teams and coordinating efforts of multiple complex functions. Skills in customer service, marketing and public relations.

Ability to plan, organize, coordinate and implement a comprehensive community park and recreation program; ability to coordinate, analyze, and utilize a variety of reports and records; ability to evaluate complex technical, legal and community relations issues and develop effective solutions; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public; ability to supervise and motivate staff.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the department's goals.

Skill in identifying emerging issues, developing and implementing new approaches and/or refining the department's organization structure to generate desired results as efficiently as possible; ability to anticipate and resolve problems before a crisis ensues.

Ability to maintain or redefine the department's future direction and ways of doing business in response to changing City needs; ability to develop, implement and monitor appropriate plans, schedules and action steps.

Ability to develop and maintain productive relationships with elected officials, community leaders, advisory boards, the news media, and the general public.

Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
