JOB SUMMARY

Provides direction and leadership to the Transportation department in one or more areas including strategic planning, policy development and implementation, program planning and development, department and business unit administration, and staff supervision. Positions may oversee general business functions or more technical engineering functions of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Develops Department policies by identifying regional and local policy needs; identifies/recommends policy options for City management and Council. Develops programs/procedures to implement policies.

· Plans, develops and implements programs; identifies program outcomes, processes and priorities; obtains resources via budget, contracting, inter-local agreements, and other mechanisms.

· Develops interdepartmental and intergovernmental teams and/or partnerships with outside stakeholders.

· Takes leadership of and/or provides direction to staff; ensures resolution of problems.

· Monitors performance of work programs and projects; allocates necessary resources.

· Supervises staff in the areas of training, mentoring, teamwork, hiring and labor relations.

· Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.

· Allocates, directs, motivates and evaluates department personnel to help (1) achieve their individual goals; (2) collectively achieve the department's mission; and (3) lead to employees; growth.

· Recruits and retains qualified personnel consistent with applicable laws, regulations and procedures.

· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

· Prepares realistic and fiscally sound biennium and special budgets to enable the department to achieve its objectives, including special activities assigned by the City Council; ensures that the department functions with budget appropriations.

· Serves as the City's representative to committees and organizations concerned with traffic, transportation systems or other departmental functions.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Transportation Director.

Exercises supervision over professional, technical, and support staff, either directly or through supervisors, as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in civil engineering or other related fields for technical positions and degree in business, public administration or planning for non-technical positions.

Eight or more years of progressively responsible related experience in transportation/traffic engineering and construction for technical positions and general administration and management experience for all positions.

Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Washington State Professional Engineering License required for some positions.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of civil engineering principles, practices and methods when required for technical positions; extensive knowledge of transportation construction practices and methods for technical positions; considerable knowledge of applicable City policies, laws, and regulations affecting Department activities; thorough knowledge of quality improvement methodologies; knowledge of public budgeting process.

Skill in conflict resolution and negotiating.

Ability to communicate effectively, both orally and in writing; ability to negotiate effectively with employees, other business units and departments, outside agencies and the general public; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the department's goals.

Skill in identifying emerging issues, developing and implementing new approaches and/or refining the department's organization structure to generate desired results as efficiently as possible; ability to anticipate and resolve problems before a crisis ensues.

Ability to maintain or redefine the department's future direction and ways of doing business in response to changing City needs; ability to develop, implement and monitor appropriate plans, schedules and action steps.

Ability to develop and maintain productive relationships with elected officials, community leaders, advisory boards, the news media, and the general public.

Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
