JOB DESCRIPTION

Title: REVENUE ACCOUNT DEPUTY

Department: TREASURER
Appointment: This is a regular, full time, non-exempt, Union (Local 792CH) position.
SUPERVISOR RELATIONSHIP:

The Revenue Account Deputy reports to the County Treasurer, and maintains close working relationships with administrative and other personnel, public agencies, and the general public. This position works under the guidance of State and Federal regulation, and County policies and procedures.

JOB SUMMARY:

The Revenue Account Deputy is responsible for all revenues and disbursements for one hundred forty six county, seven school districts, eight fire districts, five water districts, one sewer district, one irrigation district, two hospital districts, one TV district, and one cemetery district, for a total of 172 funds.

ESSENTIAL FUNCTIONS:

25% Oversee monthly general ledger and recap reports

  • Supervise monthly treasure’s general ledger and detailed recap report showing revenues, disbursements, investments, transfers, bond payments, and remittances for the month and year to date.
  • Supervise office employees in the areas of revenue and disbursements for general ledger.
  • Prepare reports of revenues received for five cities and one report for the State Treasurer.
  • Issue revenue checks to cities and State Treasurer for monies received during previous month.
  • Write checks on six tax district bank accounts for deposit to Treasurer’s bank account.
  • Advise Treasurer, Auditor, or taxing districts of any financial problems that appear in the general ledger.
  • Prepare yearend reports on all cash/revenue activity and long term debt for county auditor’s budget supervisor.

20% Financial accounting/recording of redeemed warrants and treasurers checks

  • Compute totals of all disbursements from Treasurer’s check book including warrants, Treasurer’s checks, W.T., EF.T., and A.C.H’s.
  • Distribute disbursements to right categories in cashbook, and Cashtax computer program.
  • Monitor ledger totals with Warrant Deputy for errors.

20% Financial accounting/recording of all County revenues for distribution

  • Compiling of monies received from property tax, assessments, and cash receipts into an organized system.
  • Compute the totals of revenue for different categories.
  • Resolve problems involving cash, overpayments, refunds, and red receipts.
  • Prepare bank deposit according to state auditor mandates.
  • Enter information into computer Cashtax program and into Treasurer’s cash book.

10% Coordination and Management of Cashtax computer system

  • Recommend enhancements and upgrades to Cashtax computer system.
  • Answer questions concerning Cashtax programming.

10% Monitoring of long term debt for 29 bond funds

  • Keep up-to-date balances on principal and interest that is due and payable, and outstanding balance.
  • Make semiannual bond and interest payments.
  • Keep all outstanding bond records balanced.

5% 911 phone system fund

  • Maintain 911 phone system fund.
  • Track changes within the telephone industry.
  • Record monthly monies that are received from the various phone companies.
  • Respond to correspondence from phone companies concerning the 911 tax.

5% Timber, Admission, Taylor Grazing tax

  • Compute revenue from timber tax.
  • Distribute timber tax according to priority levies.
  • Collect and disburse admission tax according to County resolution.
  • Disburse federal forest taxes and Taylor Grazing tax according to state and federal mandates.
  • Disburse leasehold tax according to Department of Revenue’s breakdown on levy code area.

OTHER FUNCTIONS:

5% Other duties as assigned

MINIMUM QUALIFICATIONS:

  • Two years college level accounting OR 4 years accounting experience in job related field.
  • Knowledge of single an double entry accounting to conform with B.A.R.S. and G.A.A.P.

PREFERRED QUALIFICATIONS:

  • Degree in accounting. Knowledge of government funding, bonds, collections, and disbursements.
  • Four years experience working with revenues and disbursements in a public agency.

WORKING CONDITIONS:

The person in this position will be required to work in an office setting with periods of standing, sitting, and kneeling. Work hours are standard with some weekend and evening work as needed. Regular attendance is required. Periodic travel will be required for ongoing training opportunities.
