JOB SUMMARY
Perform and/or lead a variety of routine and complex construction management and inspection work for public works projects and programs. Work activities are performed with considerable independence under the general direction of a Construction Management Supervisor or higher level manager or engineer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Perform duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:
· Manage new construction, rehabilitation and maintenance projects for public works.
· Interpret plans and specifications and evaluate deviations from specified construction procedures including identification of impacts from deviation, estimation of any associated cost, and evaluation of deviation's affects on project budget and schedule.
· Resolve in the field, features of the construction plans and specifications that are in conflict with existing features or will not work as designed. Requires field decisions to be made quickly so contractor's work may proceed without delays.
· Manage the contract budget through negotiating, measuring, calculating, preparing and monitoring contract payments, force account work and change orders.
· Oversee construction projects on a daily basis or as required. Make on-site inspections to review progress of work and answer questions.
· Review preliminary and final contract plans and specifications with appropriate staff/consultants. Coordinate and facilitate meetings and work progress with design project managers, contractors, subcontractors, inspectors, consultants, other city staff, property owners(citizens and businesses), franchise utilities, local, state and federal agencies.
· Maintain constant awareness of progress on assigned projects. Ensure proper schedule and progress documentation to avoid claims.
· Maintain project documentation and assist supervisor and City legal advisors in contract claim preparation and defense.
· Ensure compliance with plans and specifications.
· Ensure proper construction methods are utilized.
· Ensure projects comply with local, state and federal standards, permits and regulations.
· Implement, monitor, and maintain onsite programs to verify compliance with local, state and federal standards with regards to environmental, wildlife, and other sensitive issues.
· Inspects, directs and approves activities for proper use and placement of traffic control devices to assure compliance with the Manual on Uniform Traffic Control Devices.
· Communicate professionally and effectively with consultant inspectors, consulting engineers, contractors, property owners, businesses, city staff, media, and the general public regarding assigned projects.
· Maintains a variety of logs and records related to employee's work assignments and inspection activities. Documentation and logs include records and information from consultant inspectors, consulting engineers, contractors, and other agencies or others that may relate to the project.
SUPERVISION RECEIVED AND EXERCISED
Works under the limited supervision of a Construction Management Supervisor, independently resolving most problems but informing the supervisor of unusual or controversial problems.
May have direct onsite supervision of the activities of construction project inspector(s), consultant inspectors, interns, or other personnel as assigned.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited two year college or university, preferably with a degree in Civil Engineering technology, and
Five or more years of professional related experience in engineering, project management, construction, inspection or other related fields.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS
· Thorough knowledge of civil engineering principles, practices and methods applicable to public works construction. Knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control; considerable knowledge of public works inspection methods and procedures.
· Knowledge of project management skills and techniques involving budget management, contract administration and management, negotiation, critical path scheduling, risk management, project coordination, submittal review, evaluation and approval, project status reports, project scope creep management, contingency planning, resource constraints and allocations, project acceptance and occupancy, project closeout, project audit preparation, and project claims preparation.
· Considerable skill in reading and interpreting complex construction drawings, plans and specifications.
· Ability to understand and apply material testing procedures.
· Ability to prepare, organize and maintain inspection data, reports and systems.
· Ability to perform required mathematical computations.
· Ability to effectively communicate complex technical information, orally and in writing, as well as negotiate and problem solve with contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.
· Knowledge of environmental requirements and regulations relating to public works construction.
