JOB SUMMARY
Provides supervisory and managerial support to the Real Property and Land Survey staff, administrative support staff for Business Systems. Oversees the Employee Transportation Services Program.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Recruits, selects, supervises and evaluates professional and technical staff; provides direction to staff; ensures resolution of problems; sets priorities, establishes work loads and provides support in decision-making.
· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
· Establishes policies and standards for programs.
· Ensures proper coordination and facilitation of services between other departments.
· Monitors, evaluates and develops operating budgets, labor distribution, expenditures and revenues for these programs.
· Resolves technical conflicts that have a legal or financial impact on the City.
· Discusses, mediates and resolves issues on CIP project work schedules, resources, property acquisitions, procedures and policies.
· Interprets and ensures City compliance with State Federal and local laws and regulations.
· Administers the City's acquisition and relocation program for federally funded projects.
· Serves as technical advisor to senior management on property rights, regulation and property transactions.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of Assistant Director of Transportation (Business Systems).
Exercises supervision over Real Property Agents, Survey Manager and administration staff either directly or indirectly through supervisors, as assigned.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in business or public administration, real estate, urban planning or related field.
Eight or more year of progressively responsible related experience in right-of-way negotiation, acquisition, appraisal and real estate law.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Certification to administer City's Right-of-Way acquisition and relation program required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of appraisal, negotiation, law and engineering principles, policies, procedures and techniques; considerable knowledge of the application of depreciated replacement cost, capitalized income and a variety of market data comparison methods and techniques; legal descriptions of property and instruments of ownership; real estate and condemnation law, fundamentals of accounting, title work and property management; zoning and building codes, map reading, land title reports and specialty appraisals; appraisal theory and techniques as it applies to eminent domain.
Knowledge of Federal State and City real property acquisition and relocation assistance policies and procedures.
Ability to read and interpret engineers highway plans, profile drawings, surveys and maps; ability to establish and maintain effective working relationships with other employees, property owners, appraising staff, engineers, bankers and attorneys; ability to make clear verbal explanations of technical appraising information; ability to work a flexible work schedule; and ability to prepare concise reports.
Skill in effective, clear and persuasive oral and written communications to individuals and groups.
Ability to negotiate and administer contracts with outside vendors and service providers.
Ability to provide leadership, counsel, motivation and constructive performance reviews to department staff at all levels, securing their respective commitments to the department's goals.
Skill in resolving conflicts and gaining cooperation among competing interest groups.
