JOB SUMMARY
Develops, implements, coordinates, and monitors human services programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Identifies human services needs among a specific population and determines appropriate responses to those needs;
· Researches and recommends program expansion opportunities;
· Identifies potential program funding sources and prepares funding requests;
· Negotiates contractor funding, and prepares and administers those contracts;
· Analyzes and reports on potential impact of legislation and regulations;
· Researches and responds to internal and external requests for information;
· Monitors program accomplishments by evaluating contractual compliance and internal management;
· Supervises professional and support staff;
· Works with other public and private agencies to facilitate program implementation;
· Meets with community representatives, advocates, citizens' committees, and the media to discuss problems and develop solutions;
· Develops and recommends new or changes to existing policies and procedures;
· Prepares and monitors programs budgets.
· Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Human Services Manager.
May supervise administrative staff, temporary employees, or volunteers, as assigned.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in business or public administration or related field.
Three or more year of professional related experience in delivery social services and community programs.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Knowledge of federal, state, and local social service funding sources and applicable laws and regulations.
Knowledge of community programs and service contract requirements.
Knowledge of principles and practices of social services; knowledge of principles and practices of program planning and evaluation; knowledge of research techniques, methods, and procedures.
Knowledge of principles and practices of public administration and government organization.
Ability to evaluate programs in relation to human services needs.
Ability to develop and administer human service programs and budgets; ability to understand and administer complex fiscal requirements in connection with funding applications and contract development.
Ability to understand human relationships and economic problems of people.
Ability to interpret and make decisions in accordance with ordinances, governmental regulations, and policies.
Ability to think conceptually, observe and evaluate trends, analyze data, and draw logical conclusions; communicate effectively, orally and in writing; meet and deal with coworkers, public and private management officials, community groups, and the general public in an effective, pleasant and courteous manner; gather, analyze, evaluate and synthesize data and assist in the formulation of comprehensive plans; interpret administrative guidelines and apply them to the work situation; make oral presentations to large groups of people; ability to communicate orally and in writing using the standard English language.
