JOB SUMMARY
Plans, organizes and directs the City's Finance Department including financial planning ($250 million annual budget); financial operations (treasury, accounting, financial reporting, payroll and procurement); risk management; and facility planning. Administers and manages the Municipal Employees Benefit Trust retirement system (3,700 members; 280 million investments) and the Bellevue Convention Center Authority ($10 million annual revenues). Provides recommendations to the City Manager for strategic direction of fiscal policy matters to maintain and enhance the financial health of the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs the maintenance and operation of the general accounting system of the City and its departments, offices and agencies.
- Keeps and maintains or prescribes and requires the keeping and maintaining of inventory records of municipal properties.
- Establishes and maintains procedures and controls over municipal revenues and expenditures in all departments of the City.
- Performs all municipal functions and duties relating to the preparation, auditing, presenting and disbursement of claims and demands against the City, including payrolls; Manages major contracts for auditing, accounting, consulting, investment, insurance, etc.
- Assists the City Manager in the preparation and administration of the annual budget.
- Assists the City Manager in developing City fiscal policy; recommends and approves City-wide financial policies.
- Prepares and presents to the City Council, through the City Manager, an annual statement and report of the financial condition of the City and other required financial reports.
- Administers the City's business license ordinance.
- Establishes policies for and monitors all investment activities for the City's $120 million investment portfolio.
- Supervises the central collecting agency for all monies due the City.
- Directs the operation of water and refuse customer service office.
- Oversees internal and external City audits such as those involving businesses collecting taxes for the City.
- Oversees finance system replacement and/or enhancements.
- Oversees, motivates and evaluates Finance staff to help: (1) achieve their individual goals; (2) collectively achieve their department's mission; and (3) foster leadership development throughout the department.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
- Serves as the 's representative to state, regional and community committees and organizations. Identifies state, regional and local issues and represents/articulates 's position.
- Serves as a member of senior management on task forces and committees participating in the 's strategic planning efforts, and addressing City-wide policy and management issues.
- Presents issues and recommendations on major issues requiring policy direction to appropriate advisory bodies and to the council.
- Keeps informed of new trends, developments, laws, and regulations impacting the activities of the Finance Department.
SUPERVISION RECEIVED AND EXERCISED
Works under the broad policy guidance of the Deputy City Manger.
Exercises supervision over all employees in the Finance Department, either directly or indirectly through managers and supervisors.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in Business Administration, Accounting, Finance or related field.
Ten or more years of progressively responsible related experience; experience in a position of comparable scope and size to the City of Bellevue highly desirable.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Knowledge of municipal accounting and auditing including enterprise funds; Considerable knowledge of Generally Accepted Auditing Standards (GAAS); considerable knowledge of Generally Accepted Accounting Principles (GAAP).
Knowledge of principles and practices of municipal finance administration including budget preparation.
Knowledge of statistical methods.
Knowledge of economics.
Knowledge of financial system design and analysis.
Knowledge of principles of supervision and management, including participative management.
Ability to apply sound administrative and fiscal practices.
Ability to write clear, comprehensive explanatory texts to accompany financial reports.
Ability to develop manual and computerized financial systems.
Ability to prepare accounting/financial data projections.
Ability to present ideas effectively orally and in writing.
Ability to supervise the work of departmental staff including; coordinating, assigning, monitoring, and evaluating work; hiring, training, counseling, and disciplinary staff; and processing grievances.
Ability to establish and maintain effective working relationships with staff, other City employees/ departments, City officials, and the public.
Skill in effective, clear and persuasive oral and written communications about the City's finances to individuals and groups.
Ability to act as a staff advisor to the City Council and the City Manager.
Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
