JOB SUMMARY
Directs and manages City-wide information technology/systems and telecommunications systems and activities. Leads and develops technology strategic plans and implementation strategies. Provides leadership to the City Manager, City Council, and Department Directors in integrating and aligning technology with business plan objectives. Plans, organizes, directs and evaluates the Information Services Department and its operations to ensure effective support for organizational objectives and efficient and effective implementation of initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides leadership to the City Council, City Manager and Directors on alignment of technology with City initiatives, policy and strategic objectives. Makes presentations and prepares reports and plans.
- Directs and manages interdepartmental technology governance, planning and coordination activities to accomplish specific City-wide objectives.
- Develops and implements organizational policies and procedures regarding appropriate usage of technology within the organization.
- Directs the priorities, work program, people and resource allocation within the Information Services Department.
- Initiates and develops internal and external partnerships to leverage City technology investments.
- Develops and presents funding strategies to support technology investments.
- Provides direct oversight and direction on mission critical City-wide technology initiatives.
- Negotiates and reviews complex proposals and contracts for purchase of IT products and services. Develops partnership agreements.
- Coordinates with the City Manager, Directors and business managers to address problems and capitalize upon opportunities as they arise.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
- Serves as a member of leadership team, and addresses City-wide policy, management and strategic issues.
SUPERVISION RECEIVED AND EXERCISED
Works under the broad policy guidance of the City Manager.
Directly supervises the Assistant Director of Information Services and exercises indirect supervision over all employees within the Information Services Department.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university.
Five or more years of progressively responsible related experience in information technology, systems, strategic planning and project management. Requires experience in managing large and complex budgets in a sophisticated and collaborative business environment.
Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Extensive knowledge of information and telecommunications technology, current and emerging trends.
Considerable knowledge of strategic planning, systems and project management.
Ability to facilitate teams and to lead decision-making processes in a collaborative environment.
Extensive group process and process improvement skills.
Ability to manage complex budgets and to prepare and review complex financial analysis.
Ability to effectively manage and supervise personnel and interdepartmental technology committees and work programs.
Ability to negotiate and assess complex proposals and contracts.
Ability to communicate well and make effective public presentations.
Ability to establish and maintain effective working relationships.
Computer skills that encompass effective use of word processing, spreadsheet, project management, presentation, mail and Internet browser software.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to Information Services' goals.
Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
