Policy on Internet Acceptable Use
March 1998

INTRODUCTION

The purpose of this policy is to communicate to all State Auditor's Office employees their responsibility for proper use of the Internet. The same responsibilities apply to all contractors who use this state resource in performing services for the State Auditor's Office.

POLICY NO. 1

State Auditor's Office Employees Are Responsible For Using The Internet In An Ethical, Legal And Conservative Manner

Internet access is provided to employees as a research and communication tool to help them conduct state business. Employees are trusted and expected to exercise good judgment in both duration and frequency of Internet use and to access Internet sites only for job related purposes.

POLICY NO. 2

State Auditor's Office Employees Are To Use The Following Policies When Downloading Software From The Internet

When there is a clear business reason for downloading Internet software, the appropriate anti-virus detection program should be used to prevent infection.

Copyrighted software needs evidence of SAO ownership. Please see the Computer Usage Policy.

POLICY NO. 3

State Auditor's Office Employees Should Take A Conservative Approach When Dealing With Materials That May Be Copyrighted

If you are not sure if materials are copyrighted, do not use without the written permission of the author.

POLICY NO. 4

When Posting Opinions, Advice And Other Statements Of Direction To News Groups, State Auditor's Office Employees Are To Use A Disclaimer

The disclaimer should state, i.e., "These opinions are mine and not necessarily those of the Washington State Auditor's Office."

POLICY NO. 5

State Auditor's Office Reserves The Right To Monitor Internet Usage

PROCEDURES

Action By: Internet Administrator

1. Becomes aware of possible inappropriate Internet use.

2. Investigates site hit and assesses appropriateness.

3. Calls employee if the site is questionable to see how this site is business related.

4. Contacts Deputy State Auditor of Management Services and IS Manager immediately if the site is sexually explicit or highly inappropriate for other reasons.

5. If the Internet Administrator concludes the hit is inappropriate, the following occurs:

a. The Internet Offense Log is checked to see if this employee has had any other Internet hit offenses. The hit is then logged appropriately (offense No. 1, 2 or 3).

First Offense

Action By: Internet Administrator

6. Sends memo to the employee that this is their first offense with a cc: to his/her supervisor and manager.

Second Offense

Action By: Internet Administrator

7. Same as Procedure No. 1 above.

8. Same as Procedure No. 2 above.

9. Same as Procedure No. 3 above.

a. Same as Procedure No. 3a. above.

10. Contacts Information Services Manager - that this is the second offense.

Action By: Information Services Manager

11 Contacts employee's manager.

12. Sends memo to employee that this is their second offense with a cc: to his/her supervisor, manager, Management Services Deputy State Auditor, and the Internet Administrator.

Third Offense or Sexually Explicit

Action By: Internet Administrator

13. Same as Procedure No. 1 above.

14. Same as Procedure No. 2 above.

15. Same as Procedure No. 3 above.

a. Same as Procedure No. 3a.

16. Contacts Management Services Deputy State Auditor - that this is the third offense.

Action By: Management Services Deputy State Auditor

17. Contacts employee's Assistant Director and the Chief Deputy.

18. Sends memo to employee that this is their third offense with a cc: to his/her supervisor, manager, Assistant Director, the Chief Deputy, IS Manager, and the Internet Administrator.

Action By: Internet Administrator

19. Decides whether or not to revoke employee's Internet access.

20. Revokes Internet access, if necessary.
