Esssential Programs
established to meet a critical public need. Such needs relate to community
health and safety. Law enforcement and the Health District are examples
($14.4 million)
Support Services
provide administrative, logistic, technical or personnel support,
to other local governments or internal departments ($55.9 million).
Discretionary
are all services that may be justifiable under a variety of circumstances.
Examples include: clear public need, there is not duplicat service provider,
service can be controlled by the County, or County most cost-effective
provider ($6.6 million).
