Project Title: GMA Update

The GRANTEE is responsible for the preparation of all contract deliverables set forth below. The process and product shall be substantially consistent with the GRANTEE's grant application submitted to the Department for this round of funding and with the requirements of the Growth Management Act. Deliverables will be provided to the Department in electronic format wherever possible. At the Department's or the GRANTEE's request, deliverables may be provided in paper format.

Project Description: The Snohomish County Planning Division proposes to employ one senior planner during the fiscal year of 2001-2002 and 2002-2003 to participate in the review and, if needed, revision of Snohomish County's GMA Comprehensive Plan and development regulations to ensure compliance with the GMA by September 1, 2002, as required by RCW 36.70A.130(1). The project will entail a consistency review of the following elements and sub-elements of the GMA Comprehensive Plan and a consistency review of implementing development regulations:

    · Critical Areas: Review and amend, if necessary, critical areas regulations to incorporate the best available science and special consideration for anadromous fisheries as required by RCW 36.70A.172. Review comprehensive plan policies and development regulations to ensure that they identify and protect critical areas.

    · Essential Public Facilities: Review and amend, if necessary, plan policies and regulations to determine if they provide for the identification and siting of essential public facilities. Review plan policies and regulations to determine if provisions are made to discourage the siting of incompatible uses adjacent to general aviation airports. Review plan policies and development regulations to determine the provisions for the siting and expansion of general aviation airports according to essential public facility requirements.

    · Natural Resource Lands of Long-Term Commercial Significance: Review and amend mineral lands designations and implementing development regulations, taking into account new data. Review and amend, if necessary, notification requirements to surrounding properties of agricultural, forest and mineral lands of long-term commercial significance.

    · Rural Lands: Identify and correct inconsistencies in the Future Land Use Map of the General Policy Plan and implementing zoning maps for rural lands. Review and amend, if necessary, plan policies and regulations consistent with amended GMA requirements for rural land, particularly the requirements for local areas of more intensive rural development.

    · Urban Growth: Review and amend, if necessary, plan policies and regulations that encourage urban growth in urban growth areas and reduce sprawl. Determine if the population growth projected in the GMA comprehensive plan is consistent with OFM's forecast and if the percentage of county-wide population growth allocated for urban growth areas is consistent with GMA goals.

    · Housing: Review plan targets and objectives for providing affordable housing. Determine if strategies are effective for achieving these targets.

    · Public Participation: Review and supplement, if necessary, established county methods for citizen participation in the land use planning and permit process.

Milestones:

    · Review and document compliance of the GMA Comprehensive Plan and development regulations with GMA requirements: November 2001.

    · Revise, if necessary, plan map/policies and development regulations to achieve internal consistency and GMA compliance. Prepare reports, recommendations, and ordinances and submit to other county departments, cities and special districts for review and comment. Perform environmental analysis and issue SEPA documents: December 2001 to March 2002.

    · Planning Commission briefing and public hearings: March 2002 to April 2002.

    · Revise ordinances, if required, and process the Planning Commission recommendations through the Executive's Office for submittal to the County Council prior to June 15, 2002.

    · County Council briefings, public hearings and final adoption: July 2002 to August 2002. Deadline to take action on GMA updates is September 1, 2002.

Deliverables:

    · Three or more ordinances representing GMA Comprehensive Plan amendments, GMA development regulation amendments, and area-wide rezones to implement the GMA Comprehensive Plan.

    · The amended GMA Comprehensive Plan.

    · The amended GMA development regulations.

    · Outline of the completed public participation process.

    · Outline of the completed SEPA compliance process with attached SEPA documents not previously submitted to OCD.

    · Outline of coordination efforts with adjacent jurisdictions to ensure interjurisdictional consistency.

Resources:

    · Salaries/Benefits to employ one Senior Planner for Fiscal Years between July 1, 2001 and June 15, 2003 and other associated costs for preparation of the required amendments: $78, 750.

Status Reports:

    · Submit a brief status report to OCD on or about March 15, 2002 indicating progress-to-date and describing how the Fiscal Year 2002 work items will be completed by June 15, 2002, and a follow-up report to be submitted by January 15, 2003, if necessary.

Close-out Report:

    · Submit a brief report (500 words or less) to OCD, by no later than June 1, 2003, describing the GMA update project accomplishments when the project as specified in this scope of work is completed.
