The GRANTEE is responsible for the preparation of all contract deliverables set forth below. The process and product shall be substantially consistent with the GRANTEE's grant application submitted to the Department for this round of funding and with the requirements of the Growth Management Act. Deliverables will be provided to the Department in electronic format whenever possible. At the Department's or the GRANTEE's request, deliverables may be provided in paper format.

Project Description: The goal of this project is to analyze salmonid populations in Pacific County, the habitats upon which they depend, the land use development related risks to those habitats, the effectiveness of existing comprehensive plan, critical area, and other unified development ordinance policies to protect and enhance these resources, and identification of land use policy gaps that should be addressed to provide on-going protection and enhancement of salmonid species.

Milestones:

Contract Completion: November 2001

Consultant Contract Recruitment: November/December 2001

Review of Best Available Science: December 2001- June 2002

Submission of BAS Report: August 2002

Analysis of UDOs: October 2002

Draft CA Ordinance: January 2003

Final Draft CAO Ready for

Planning Commission Review: May 2003

Adopted CAO 2003

Deliverables: The deliverables that will be produced during the July '01 - June '03 biennium include the following:

    BAS Report including a salmonid resource characterization, salmonid habitat condition assessment, salmonid habitat needs identification, salmonid habitat risk assessment, salmonid habitat protective factors assessment, and land use policy needs assessment/gap analysis, consistent with the application for funding submitted to OCD. This report will be produced by a consultant or consultant team familiar with the coastal region and skilled in land use planning and salmonid &/or salmonid habitat assessment.

    Summary Analysis Report evaluating the need to amend Pacific County UDO's based upon the BAS report and land use policy gap analysis.

    Draft CAO submitted to resource agencies and to the Pacific County Planning Commission for review.

    Final (public hearing ready) CAO.

(Note: It is very ambitious to assume that the County will meet the above timeline and complete all products given the limited time and resources available, however, if no difficulties arise it is achievable)

Status Reports: Status reports will be submitted to OCD on or about March 15, 2002 and January 15, 2003 indicating progress-to-date and describing how the work items will be completed by June 15, 2002 and June 15, 2003.

Close-Out-Report: A brief report will be submitted describing project accomplishments upon completion of the scope of work, and is due to OCD no later than June 1, 2003.
