SCOPE OF WORK
Revisions of Scope for Phase 3

This report provides a brief overview of project status at the close of Phase 2, as well as a tentative scope of work for Phase 3 activities.

During Phases 1 and 2, the Planning Commission was actively involved in guiding the format and content of the element updates reviewed so far. The City's determination of the GIS work to be completed by the team consultant in support of the City's GIS preparedness for the update process is ongoing. Two other City projects, the stream inventory and gap analysis, are nearing completion and will be integrated into the Land Use and Parks, Trails, and Open Space elements' goals and policies in some form, although how that will be completed has not been determined.

PHASE 1

 

Phase 1 Tasks, April - August `01

 

    a) The general overall work plan will be established. This will identify all work phases and the outline of work tasks and products expected from each. The work plan will include an overall public participation program including strategies for public outreach and communications throughout the entire process as well as specific activities to be conducted in the first two phases. The detailed scopes for Phase 1 and Phase 2 will also be established.

The outreach activities originally envisioned were scaled back and the Planning Commission provided preliminary guidance on the plan element update. Public involvement through the Planning Commission was completed as the elements have been more refined. More extensive public outreach is planned for Phases 3 and 4.

    b) A preliminary document organization format will be established. This will be based on the general substance of the current Comprehensive Plan and will include guidelines for organizing the elements and presenting descriptive narrative, goals and policies, figures and tables, and for a system of appendices of technical detailed conclusions of analysis. The preliminary format will be intended to catalogue the outcomes of revised and new materials in a consistent manner leading towards the refined formatting of the Draft Plan.

A tentative document format to be refined over time has been proposed and approved.

    c) The current Newcastle Comprehensive Plan will be audited to assess the adequacy and consistency of the Plan with current and future conditions. The audit will examine all existing plan elements and will also include consideration for the development of new elements such as economic development and the integration of City endangered species strategies as required by the ESA 4(d) Rule.

An audit of most elements has been conducted (Land Use, Housing, Transportation) or is under construction (Parks, Trails, and Open Space - delayed, pending City input). Audits for several elements will be completed later in the process when additional information becomes available (Natural Features - gap analysis and stream inventory information), or more appropriate (Capital Facilities)

    d) A workshop with the Planning Commission will be conducted to enable discussion of the preliminary findings of the audit, and to obtain the Commissions' input with respect to the substantive content of the Comprehensive Plan.

A series of workshops with the Planning Commission was started and the individual element audits reviewed. The Planning Commission will continue to provide policy guidance on the elements.

    e) The Comprehensive Plan database will be updated as a function of the conclusions of the audit. This will include, but not be limited to: land use (natural features, parks, trails, open space), housing, transportation, capital facilities and utilities inventories, capacities, and levels of service. This will be primarily based on existing sources such as the City's 2000 inventory, King County Planning and Assessor's data, and limited field verification. The consultant will coordinate with the City to make this information compatible with the City's GIS.

The data base is being developed. Clarification of the City's data needs and responsibilities is nearing completion. We have a good understanding of the City's ability to map and analyze various data. Need to determine if the City's wants to input the housing data collected this spring into their GIS data base.

    f) Obtain and review preliminary census data and analysis from US Census, state OFM, and PSRC sources. Provide discussion with respect to countywide planning policies and regional directions pertaining to population allocations, housing affordability, and other pertinent factors.

The data from these sources is fairly preliminary as yet, however, we have what is available. We are anticipating more complete updates in January and February.

PHASE 2

 

Phase 2 Tasks, August - October `01

 

    a) Refine scope of work for this phase

Complete

    b) Initiate public outreach and participation activities as outlined in the work plan, possibly in conjunction with the SEPA scoping activities (see below). Public participation activities to focus on specific plan topics and elements including parks, trails and open space and ESA issues; traffic and transportation; and housing. Use the outcomes from these activities, along with SEPA scoping information in establishing the context for revised or new goals and policies necessary to address these topics within the plan elements.

Planning Commission decided to begin public outreach at community meeting in early November. Planning for meeting underway. Formal scoping will commence during Phase 3.

    c) Prepare and issue SEPA scoping notice with preliminary Determination of Significance and Notice of Adoption of earlier environmental review as appropriate. Use expanded scoping as a means to unite planning, public participation, and environmental review throughout the balance of the assignment. Depending upon Department of Ecology rule changes, the Nonproject Review Form may be used.

The Draft Rule on Nonproject Actions is not adopted yet; City may want to forego that option.

    d) Commence goals & policies discussions with City officials and advisory bodies. Consultant to provide discussion papers containing policy questions and issues derived from Phase 1c analysis of the existing Plan.

The team has already begun these discussions with the Commission.

    e) Initiate drafting element(s) incorporating recommended revisions to land use, parks, open space & trails and natural features

    f) Initiate drafting revised housing element

Has been started.

    g) Refine and adopt SEPA determination based on outcome of scoping, public participation and related environmental review associated with ESA work (under separate contract).

A Draft will be started, however substantive content will not be completed until other elements are underway.

    f) Commence code update. Identify portions of current code in need of revision and new provisions to be added in order to implement the Comprehensive Plan. Prepare discussion paper and review with City officials and advisory bodies.

Preliminary recommendations for updates to be commenced, however this will be developed more fully subsequent to other elements.

    g) Compile environmental review documentation related to the impacts and mitigations associated with goals, policies, and strategies identified in the plan elements.

Scoping and environmental review to be commenced once demographic data is available to be used in preliminary drafts.

    h) Refine and adopt SEPA determination based on outcome of scoping, public participation and related environmental review associated with ESA work (under separate contract).

 

    i) Continue public outreach and communications as identified in the work plan.

Public outreach and information dissemination efforts to be continued.

    j) Prepare work plan, budget and schedule for completing the assignment in 2002.
