GMA Update

Project Description:

In conjunction with Whatcom County and the other cities in the county, we would use $30,000 of the grant for consultant services to obtain independent population, employment, housing growth projections and corresponding land demand forecasts. All of the jurisdictions in the county are participating in this critical step in updating our comprehensive plan, critical areas and other development regulations and urban growth area boundary by the September 2002 deadline.

We will use the balance of the grant ($22,000) for buildable lands analysis for our city and UGA to look at vacant land, infrastructure needs and environmental constraints.

Milestones:

Preliminary population, employment and housing estimates by December 31, 2001. Final report and estimates by March 15, 2002.

Deliverables:

Draft and final reports containing 2005, 2010, 2015 and 2020 population, employment, housing growth estimates and corresponding land demand estimates for Bellingham.

Land supply/buildable lands report to be used in evaluating our UGA.

Status Report:

A status report will be submitted to OCD by March 15, 2002.

Final Report:

Submitted by June 1, 2002.
