ADAMS COUNTY

Project Title: GMA Update
The GRANTEE is responsible for the preparation of all contract deliverables set forth below. The process and product shall be substantially consistent with the GRANTEE's grant application submitted to the Department for this round of funding and with the requirements of the Growth Management Act. Deliverables will be provided to the Department in electronic format wherever possible. At the Department's or the GRANTEE's request, deliverables may be provided in paper format.
1.) Project Description:
PROJECT FINAL DEADLINE
September 1, 2002: deadline for GMA update
pursuant to RCW 36.70A.130(1)
PURPOSE:
The purpose of this project to comply with the Growth Management Act which requires all jurisdictions within the state of Washington to update comprehensive plans, development regulations and critical areas and resource lands ordinances by Fall 2002. Adams County is one of ten remaining counties within the state not obligated to plan fully under the ACT. HOWEVER, the county remains obliged to update its Interim Critical Areas and Resource Lands Ordinance originally adopted in 1993.
GOALS:
To comply with state regulation to update the county's ordinance by reviewing, and revising if necessary, its current Critical Areas and Resource Lands Ordinance , in conformance to RCW 36.70A.130(1)
To apply Best Available Science to the update process as per RCW 36.70A.172.
To involve interjurisdictional cooperation and coordination during the planning process.
To provide early and continuous opportunities for public involvement.

Consultant to Research and Recommend Alternative Approaches
B.) March 2002 - June 2002
Public Involvement Process with Advisory Committee to be completed
C.) June 2001 mid-July 2002
Draft Updated Ordinance completed and circulated for public review
D.) Mid-July through to the end of August 2002
Hearing held by BOCC for adoption (by AUG 1)
Any revisions to produce final draft completed (by AUG 15)
If Hearing continued, final adoption (by AUG 30)

REVIEW
A.) December 2001 - February 2002
DEC 20 01 Obtain the services of a professional consultant to assist in the implementation of scope of work.
JAN 15 02 Review existing document for consistency with updated (GMA) laws, new information established during the latter part of the nineties.
JAN 30 02 Identify what tasks need to be undertaken to involve Best Available Science in revising / administering Critical Areas/ Resource Lands Ordinance
FEB 28 02 Determine potentially suitable approach(es) to comply with the requirement to apply Best Available Science when dealing with critical areas (and resource lands).
B.) March 2002- June 2002
MARCH 1 02 Convene a Citizen Advisory Committee to review and recommend the preferred approach for Best Available
APRIL 30 02 Science compliance, based on an understanding of consultant's findings.
MAY 1 02 Hold sufficient public meetings and workshops throughout the county to educate the public on: why
JUNE 1 02 and what work has been done to date, how the public can participate and when the planning work must be completed, and who will be affected by Critical Areas and Resource Lands Ordinance update.
REVISE
C.) June 2001 mid-July 2002
JUNE 1 02 Revise ordinance to inject Best Available Science requirements and to reflect public sentiment and any
JUNE 15 02 other, relevant findings, following the public involvement activities.
JUNE 15 02 Circulate draft throughout the county with sufficient JULY 15 02 comment period to revise the revision, if necessary.
PHASE TWO
D.) Mid-July through to the end of August 2002
JULY 15 02 Conduct Public Process/adoption tasks, including but
not limited to: providing notification, holding a
AUG. 1 02 hearing with the elected representatives (BOCC), who will take testimony;
AUG. 15 02 revising / rewriting portion(s) of the draft at the instruction of the BOCC, reviewing any changes with
AUG 30 02 the commissioners and the public. Obtain adoption of Adams County's final draft of the newly- improved CAO.
2.) Deliverables: e.g. draft or adopted development regulations (including for concurrency, and critical areas if appropriate), or amendments thereof; draft or adopted comprehensive plan amendments, and/or an adopted resolution indicating the GRANTEE's completion or progress and intent in meeting the GMA update requirement.

Approximately $4,000.00 of in-kind service from local sources will by contributed by the county in the effort to comply (e.g., staff/planning commission time, equipment and communications).
Status Reports:
A brief status report on or about March 15, 2002 will be due, indicating progress-to-date and describing how the FY 2002 work items will be completed by June 15, 2002;
A report on or about January 15, 2003, will be due (only if the GRANTEE has not completed its project)
Close - out - Report:
A brief report (500 words or less) describing project accomplishments when project as specified in the scope of work is completed but no later than June 1, 2003.
