Interlocal Agreement between city of Vancouver and Clark County relating to Road and Operations Maintenance

WHEREAS, the City of Vancouver and Clark County find it mutually beneficial and in the public interest for the City to contract with the County for the provision of Road and Operations Maintenance services in the annexation area.
WHEREAS, Clark County has the necessary personnel and equipment and is willing to do said work in consideration of the mutual covenants and agreements herein contained, now, therefore,
The City of Vancouver and Clark County agree to enter into this service agreement for the purpose of providing road and shoulder maintenance; pavement management; snow and ice control; sidewalk repairs; traffic control; roadside vegetation; and litter control.
This agreement is for the three year period between January 1, 1997 to December 31, 1999. County responsibilities for the period January 1, 1997 to December 31, 1997 are attached as Appendix A. Subsequent to the first year of the agreement, a new Appendix A will be prepared and approved by both parties indicating operations criteria and service levels for the current year. Any current year deviation from the maintenance standards and practices set forth in Appendix A requires prior approval by both parties.
The City of Vancouver shall pay Clark County for actual services, pursuant to provisions set forth in the Finance and Administration Agreement.
Customer/Citizen Requests for Services: It is expected that some customers within the service area outlined in this agreement may call the County for services and others may call the City. To expedite these requests, the receiving agency will take the request from the customer. If the County receives the request, it will act on it. If the City receives the request, it will refer it to the County if it is in the service area covered in this agreement. If the County receives a request that is not covered within the boundaries of this agreement it will forward the request to the City. A monthly summary of requests for services will be sent to the City of Vancouver.
Appendix A
Under this service agreement the County will provide the following services for maintenance of roads in the annexation area:
Road and Shoulder Maintenance: Maintenance of roadways and shoulders through pothole repair; rocking shoulders; crack filling; grind and patch; prelevels; snivey patch (oil and rock); street sweeping; and ditching.
Pavement Management: Application of overlays; slurry seals; chip seals; and SAMs; also includes activities relating to locates and inspection requirements. Both Clark County and the City of Vancouver have pavement management programs that can be coordinated in annexation areas. City and County staffs will meet to determine the pavement condition and ratings on all pavements within the annexation areas. Clark County will provide the City of Vancouver with maintenance plans and schedules for the affected areas. Respective pavement management staffs will meet annually. Clark County staff will identify areas within annexation neighborhoods where deterioration/improvements are known. City staff will have the opportunity to comment on proposed improvement plans.
Snow/Ice Control: Plowing; sanding; and de-icing.
Sidewalk Repairs: Repair of damaged sidewalk sections.
Traffic Control: Signal maintenance; installation and maintenance of signs; pavement markings and striping; bridge and guard rail maintenance. Clark County and the City of Vancouver will develop a coordinated program of signal design and maintenance of signals and signs which will reduce the costs to the public irrespective of annexations. Different design and maintenance philosophies will be reconciled. Until such an agreement is developed, the City of Vancouver will take over responsibility for maintenance of signals at annexation time, retrofit them as necessary to meet City needs and return any unused parts to the County Operations Center. Any signs or equipment not needed by the City will also be returned to the County Operations Center. The most likely item will be yellow street signs replaced by green city street signs. Modified County sign records will be turned over to the City. City and County staff will meet prior to the execution of this agreement to develop signal standards.
Roadside Vegetation: Roadside mowing; median maintenance; spraying; brush cutting and weed-eating. Clark County and the City of Vancouver have vegetation programs that can be coordinated in the annexation areas. Respective vegetation maintenance staffs should meet annually. Clark County staff will identify areas within annexation neighborhoods where deterioration/improvements are known. City staff will have the opportunity to comment on proposed improvement plans.
Litter Control: Litter pick-up along roadways.
