Interlocal Agreement between city of Vancouver and Clark County relating to
Parks Maintenance in Annexation Area

Contract Period: January 1, 1997 to December 31, 1999
WHEREAS, the City of Vancouver and Clark County find it mutually beneficial and in the public interest for the City to contract with the County for the provision of Parks Maintenance services in the annexation area.
WHEREAS, Clark County has the necessary personnel and equipment and is willing to do said work in consideration of the mutual covenants and agreements herein contained, now, therefore,
The City of Vancouver and Clark County agree to enter into this service agreement for the purpose of providing parks maintenance activities, which includes but is not limited to mowing; irrigation; chemical applications; vegetation control; and upkeep of recreational areas.
For the term of this agreement, the City will contract with the Countys Operations Division for maintenance of park facilities being annexed into the Citys jurisdiction and for all other County park facilities. Subsequent to the term of this agreement, the City may contract for the Countys responsibilities with any organization. Selection will be based on the most cost-effective provider. Changes in the service provider must be approved in advance by the County Public Works Director.
County responsibilities for the period January 1, 1997 to December 31, 1997 are attached as Appendix A. Subsequent to the first year of the agreement, a new Appendix A will be prepared annually and approved by both parties indicating operations criteria, and service levels for the current year. Any current year deviation from the maintenance standards and practices set forth in Appendix A requires prior approval by both parties.
The City of Vancouver shall pay Clark County for actual services, pursuant to the Finance and Administration Agreement.
Customer/Citizen Requests for Services: It is expected that some customers within the service area outlined in this agreement may call the County for services and others may call the City. To expedite these requests, the receiving agency will take the request from the customer. If the County receives the request, it will act on it. If the City receives the request, it will refer it to the County if it is in the service area covered in this agreement. If the County receives a request that is not covered within the boundaries of this agreement it will forward the request to the City. A monthly summary of requests for services will be sent to the City of Vancouver.
Appendix A
Under this service agreement the County will provide the following duties and services for maintenance of park grounds and facilities in the annexation area:
Grounds Maintenance:
Mowing: Mow refined turf areas and large grass areas with various types of equipment. Cutting height to vary depending on time of season overall condition of the ground. Frequencies may very upon season, weather conditions and limit of defined service.
Turf Maintenance: Maintenance of turf areas will consist of edging walkways and picnic table pads, fertilizing refined and improved turf areas, removal of all storm and flood related debris, .and turf renovation which consists of limited topdressing of sport field, overseeding, topdressing, and replacement of damaged or worn turf.
Landscape Maintenance: Provide for tree and shrub replacement, tree and shrub pruning, fertilizing of trees and shrubs, general clean up / raking of shrub beds, and application of bark/mulch to shrub beds.
Chemical Application: Under the guidelines of IPM weeds will be controlled in turf grass areas, shrub beds, fence lines, paths, and parking lots.
Irrigation: Maintenance and repair of both manual and automatic irrigation systems.
Recreation Facilities: Maintain and inspect play equipment, clean and repair BBQs/stoves, clean sand beaches, maintain picnic tables, park benches, tennis courts, horseshoe pits, and other recreational facilities.
Facilities and Equipment Cleaning: Provide janitorial services to restrooms, bathhouses, shelters, and work stations. Clean interior and exterior of park buildings. Maintain county owned dumpsters and contract for garbage collection service during regular park hours.
Pedestrian Control: Maintain fencing, railing, bollards and gates for control of vehicular and pedestrian traffic. Maintenance and repair of all park ordinance and interpretation signs. Manage the lock and key system for the park system.
Facilities Maintenance:
Maintain and repair park structures and facilities. Maintenance activities include carpentry, electrical, plumbing, painting, masonry, metal work, HVAC repair, and equipment repair.
Administrative Maintenance:
Provide training for parks maintenance staff, administer the Watchperson program, monitor expenditures for maintenance of park properties and facilities, provide accounts payable services to maintain park properties, payment of utilities and services to park properties.
1997 Maintenance Standards and Practices
Maintenance Standards and Practices for 1997 will be status quo from 1996. The properties in the annexation area are part of the current Maintenance Management System. A detailed copy is available upon request. The MMS will be revised in 1997 to identify the new properties to be maintained.
