    1. What is the legal effect of an attorney general's opinion?

      An attorney general's opinion, while entitled to "considerable weight" in a court's consideration of an issue, is not controlling or binding authority on the court's decision. Thus, a court may disagree with and reach a conclusion contrary to that reached by the attorney general's office.
