Parking Management

Parking management is a complex issue that must be considered as part of the larger transportation system. Reality requires local governments to address not only parking supply and demand, but also access and circulation problems.  We must both recognize the necessity for parking and work towards reducing dependence on the automobile.  

The price of parking reflects issues of traffic congestion, site design, and environmental quality. Local governments and employers around the country are taking innovative approaches to address the demand for parking.  Parking policies are evolving to address alternatives to the widespread use of the automobile, including transit service and bicycle and pedestrian access.

These Parking Management Web pages are a resource guide to help local governments, employers, developers, and citizens better manage parking supply and demand. They are presented as a series of topics related to various parking issues. Some are currently being debated, such as the real cost of parking while others, such as the parking of oversized vehicles are somewhat basic. The comprehensive parking page includes citations to statutes, samples of general parking regulations, and parking enforcement practices. The Off-Street Parking page provides sample zoning regulations that illustrate various approaches that may work in your community. Downtown parking addresses a number of special issues associated with parking in downtown areas where land is valuable and relatively scarce and large numbers of people converge to work, shop, and visit.
