Introduction
For the purposes of this Manual, construction management encompasses virtually everything needed to take a project from design through project completion and post-completion warranty inspections. With such a broad scope, of course, recognition is due that exhaustive treatment of each step in the process is neither possible nor warranted. Interaction with construction management professionals through the World Wide Web and other means will undoubtedly refine the amount of detail in each Manual section over the years.
This Manual is not necessarily applicable to design-build construction projects. Chapter 39.12 RCW limits use of these types of contracts to the State, larger universities and very large cities and counties. Envisioned in the Manual are construction contracts of varying size and complexity where the design, plans, specifications and contract documents are complete before construction begins. Construction management in these contracts typically involves these steps:
- determination of bidding mechanism
- (simple contract, small works roster, competitive bids, etc.)
- advertisement for bid or request for quote
- bid or quote opening, evaluation and award
- enter into contract
- pre-construction meeting
- construction contract administration
- construction contract inspection
- contract closeout
- post-completion warranty review
