About Intergovernmental Cooperation
Intergovernmental cooperation is an effective way for local governments to respond to recreational needs. Cooperative efforts can eliminate unnecessary duplication of services, reduce overall park and recreation costs, and can more effectively allow tax to meet the educational, recreational, and leisure time needs of a region. This page provides sample interlocal agreements for services and facilities related to parks and recreation. General Statements of Cooperation
- Interagency Agreement (
479 KB) to develop and implement a comprehensive park and recreation master plan service the greater Gig Harbor/Peninsula/Key Peninsula area between Gig Harbor, Key Peninsula Parks & Recreation District, Peninsula Parks & Recreation District, Peninsula School District, and Pierce County Parks, Recreation & Community Services Department (1992). Note Key Peninsula Parks & Recreation District is now Key Peninsula Metropolitan Park District .
- Interlocal contract between City of Lynden and Lynden Regional Parks and Recreation District (8-00) (

- Memorandum of Understanding (
165 KB) - between Everett School District No. 2, Mill Creek, and Snohomish County provides that parties mutually agree to begin discussions on the development, operation and maintenance of recreation areas, public property, and public facilities; sharing financial commitments; and enhancing communications between local governments (9-93).
- Mill Creek and Everett School District Interlocal Agreement (
308 KB) - Between Everett School District No. 2 and the City of Mill Creek regarding the cooperative use of facilities, equipment and personnel (6-94).
- Seattle Resolution 28915 (
369 KB) - Adopts a Vision Statement shared by the Seattle School District and the City of Seattle for the purpose of enhancing public access to public facilities for the benefit of Seattle citizens; and adopting a framework for the development of a Public Facility Use Agreement between the Seattle School District and the City of Seattle 5-94.
Consolidated Administration
- Vancouver and Clark County Interlocal Parks Agreement (
4,878 KB) - On Jan. 1, 1997, the City and Clark County consolidated parks departments to form the Vancouver-Clark County Parks and Recreation Department. The new unified agency is managed by the city. Vancouver-Clark Parks and Recreation Services (See also About Us)
- Longview and Kelso Interlocal Agreement for Joint Department of Public Works (
926 KB) - Included in this agreement is the consolidation of the Parks & Recreation Departments which was under Kelso's public works. This was a cost saving move which was intended to reduce duplication of administration and provide cost effective services to residents.
- MyParksandRecreation.com - A collaborative effort of the cities of Bellevue, Bothell, Issaquah, Kirkland, and Mercer Island to provide a central gateway to activity registration, facility reservations, and related services.
Joint Acquisition and/or Development of Facilities
- Aquatic Facility Proposal - Northshore Park and Recreation Service Area (Kenmore, Bothell, Woodinville, North Shore School District)
- Athletic Fields - Bellevue and Bellevue School District No. 405 agreement for joint use for athletic field scheduling, development, and renovation of sports fields on district property, 20 year agreement, renewals in 10 year increments to 40 years. - Ballfields - Agreement for joint use development with Bellevue School District No. 405 for funding the renovation and scheduling the use of the ballfields and soccer field located at Robinswood Center, 30 year agreement (Bellevue Resolution No. 6136 and agreement, 9-97). Library Loan
- Combined Neighborhood Parks and School Play Grounds (Word), Pasco and Pasco School District, 2005 AWC Municipal Achievement Award Entry.
- Park Lands - Memorandum of Understanding (
339 KB) between Mill Creek and Snohomish County for acquisition of land within the 35th Avenue/Seattle Hill Road area; memorandum sets forth process and framework for joint acquisition, development and maintenance of park land (3-95).
- Performing Arts Center - Interlocal Agreement (
2,140 KB) between Chelan and Lake Chelan School District School District No. 129 for cooperative use of a performing arts center and contributing 50% of total cost of center(7-90) for cooperative use of a performing arts center and contributing 50 (7-90) and Chelan Resolution No. 82-823 amending use policy (8-92)

- Sports Complex - Memorandum of Understanding between Thurston County and the city of Lacey Regional Sports Complex - joint purchase, ownership, use and maintenance (2000)

- Bellevue and Issaquah School District No. 411 - Agreement (
539 KB) re Cougar Ridge Elementary School Facilities in the Newcastle/Cougar Mountain Area (1/93).
- Bellevue and Bellevue School District No. 405 agreement for the city to use Ivanhoe Center (Formerly Ivanho Elementary School) Multi-Purpose Room for use as a youth performing arts center on district property, 10 years, renewal to max of 30 years (Bellevue Resolution No. 6452 and agreement, 7-00.) - Covington and Kent School District No. 415 - Covington Resolution No. 99-3 and agreement (

Joint Programs
- Bellevue and Bellevue School District - Bellevue Resolution 5840 (
256 KB) adopting a joint resolution with the Bellevue School District to create a partnership to meet the needs of the community by focusing on schools as community resource centers (12-94).
- Colville, Spokane Community College, Colville School District - Inter-Governmental Cooperation Agreement (

- Peninsula School District, Gig Harbor, and Pierce County form a joint board for intergovernmental cooperation to provide resources to provide efficient, cost-effective recreation service, 6-03.
- Pierce County Companionship Program - a cooperative effort with the Peninsula, Puyallup, Sumner, and White River School Districts and other local parks and recreation departments.
