Selected MRSC Library Holdings - Incorporation

This is a selected list of the MRSC Library's holdings on municipal incorporation. These publications are available to Washington State city/town/county employees and officials to borrow at no charge by contacting the MRSC Library at (206) 625-1300 or via E-mail to library@mrsc.org

  • Municipal Incorporation Guide, (Table of Contents) MRSC Report No. 21 (March 1992), and Update (September 1994). This publication summarizes the statutory incorporation procedures and addresses some of the pros and cons of incorporation.

  • The New City Guide, MRSC Report No. 25, February 2002 - View in HTML or view/download in Adobe Acrobat format (Adobe Acrobat Document543 KB). The New City Guide begins where the Municipal Incorporation Guide leaves off, at the election of an initial (interim) city council. It is intended to assist newly incorporating cities with the process of establishing a functioning and viable municipal government, beginning with this "interim period" after the city council election. It may also assist unincorporated communities that are thinking about incorporating.

  • Incorporation Studies. The MRSC Library has available on loan incorporation studies for all the incorporations in Washington State within the last seven years and for numerous incorporation efforts that were rejected by the voters. These studies, often prepared by professional consultants, have become an integral part of the incorporation process, as they analyze the potential financial feasibility of proposed incorporations.  The following studies are available on-line:
