POLICE DEPARTMENT
ANIMAL SHELTER MANAGER
REPORTS TO: CHIEF OF POLICE

MISSION:

To ensure safety within the human/animal relationship by eliminating animal cruelty and companion animal overpopulation.

SUMMARY:

Oversee the enforcement of animal related city, state, and federal codes. Educate the public. Maintain efficient operation of the animal shelter. Attempt to reunite animals with their owners. Place pets in permanent, caring homes. Facilitate a quick, humane death for unwanted animals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Managerial Duties:

      Complete reports, schedules, billings, and vet payments

      Account for vet services and adoption balances

      Monitor inventory of supplies and equipment

      Maintain and compile impound figures for monthly and yearly reports

      Stay updated on state and national trends in animal sheltering and animal control

      Monitor inventory of Legend drugs used for euthanasia and chemical capture and maintain Legend drug records in a manner consistent with DEA and Washington State Board of Pharmacy requirements

      Handle disputes or complaints from the public and work effectively with irate, emotional, and demanding persons

      Maintain and/or provide for maintenance of shelter facility, furniture and fixtures

Supervision:
      Supervise employees and delegate work assignments

      Assist in personnel selection process; monitor performance and provide evaluations

      Coordinate volunteer program

Budget:
      Balance daily receipts and prepare deposits

      Ensure payment of vendors and maintenance of accounts

      Coordinate procurement of supplies and materials

      Prepare purchase orders for payment of goods and services

      Compile yearly impound, expense, and income figures for preliminary budget preparation

Perform Euthanasia:
      Determine animals to be euthanized and communicate to assisting staff

      Prepare euthanasia area and tools

      Determine proper amount of drug and load syringe

      Locate vein on subject; insert needle and aspirate; inform assistant when needle is properly secured

      Inject solution at appropriate rate

      Monitor life signs until death

      Place animal in cadaver bag and load in freezer

      Clean euthanasia table of urine, feces, blood, and vomit

      Repeat to completion

      Record essential data in euthanasia log

      Return drugs to safe and lock

Animal Care/Customer Service:
      Provide educational brochures, advertising, oral presentations, and shelter tours

      Sanitize dog kennels and cat ward

      Load and dispose of animal carcasses

      Administer first aid and medication to animals as needed

      Assist customers with adoption process

      Provide education information on proper care of companion animals

      Sell and maintain records of pet licenses

      Maintain records of impounded animals

Animal Control:
      Capture and impound at large, stray, and dangerous animals

      Respond to reports of injured animals

      Pick up diseased and dead animals

      Issue citations and appear in court as needed

      Investigate animal bite incidents

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

Directly supervises two employees in the animal shelter. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, recommendations for hiring, and training employees; planning, assigning, and directing work; appraising performance; assisting and recommending rewards and discipline for employees; addressing complaints and resolving problems.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      One year certificate in Business Management from college or technical school; and two to four years animal welfare experience and/or training; or equivalent combination of education and experience.

      LANGUAGE SKILLS:

      Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.

      MATHEMATICAL SKILLS:

      Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

      CERTIFICATES, LICENSES, AND REGISTRATIONS:

      Certification in use of Legend drugs; certification as euthanasia technician; Washington State Driver's License; First Aid/CPR certification.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Some knowledge of law enforcement principles, procedures, techniques, and equipment; working knowledge of animal restraint and care techniques; Periodically accesses sensitive information required to perform job tasks, requiring the ability to maintain confidentiality;

      (B) Some skill in operating the tools and equipment listed below;

      (C) Ability to learn the applicable laws, ordinances, and department rules and regulations; Ability to communicate effectively orally and in writing; Ability to establish and maintain effective working relationships with subordinates, peers, supervisors and the public; Ability to exercise sound judgment in evaluating situations and in making decisions; Ability to follow verbal and written instructions; Ability to meet the special requirements listed below; Ability to learn the City's geography.

      TOOLS AND EQUIPMENT USED:

      Animal control ambulance, animal capture equipment, first aid equipment, personal computer; tranquilizer gun; portable kennels; capsicum mace; tourniquet; hypodermic needles; syringes; stethoscope; electric clipper; office equipment; stretcher; animal drier; police radio.

Specific vision abilities required by this job include close vision for computer work, examining animals for injury, mites, etc, locating vein for IV injections or to see pupil reflex to determine shock or death, distance vision to see and identify animals in motion, to distinguish species, breed type, color vision to distinguish color of animal, vehicle, collar, or tag, peripheral vision to identify animals while driving, to see and recognize behavioral signals of animals that indicate fear, aggressiveness, etc, depth perception to judge size and distance, and the ability to adjust focus to distinguish color of animal and breed type.

While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles; animal transmitted diseases; exposure to fractious, frightened, dangerous animals; mental and emotional stress from euthanasia; and continual contact with irate/emotional pet owners and victims. The employee is occasionally exposed to toxic or caustic chemicals. The employee occasionally works in high, precarious places and in outside weather conditions and is occasionally exposed to wet and/or humid conditions.

The noise level in the work environment is usually loud.
