COMMUNITY DEVELOPMENT
PLANNER I
REPORTS TO: DIRECTOR OF COMMUNITY DEVELOPMENT
MISSION:
To perform professional land use planning to produce a variety of land use policies, plans and ordinances; to assist in the administration and enforcement of the policies, plans and ordinances, land use, zoning, and subdivision applications.
SUMMARY:
Assemble and analyze land use data and maps. Work with city boards, commissions and staff to develop land use policy. Develop specific land use plans and ordinances. Coordinate public review process which precedes the final adoption of those plans and ordinances. Assist in administration of adopted plans and ordinances. Perform staff review and report on activity associated with permit applications. Coordinate staff and city review with permit applicants and conduct site and plan reviews.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.
Provide Staff Support to City Boards, Commissions, etc.:

Determine needs of boards and commissions--timing of meeting, availability
of members, material, etc.
Coordinate and ensure fulfillment of needs of boards and commissions either personally or with assistance of department secretary
Represent staff at public meetings and hearings on development permit applications

Perform professional analysis of data

Create draft reports, documents, plans, ordinances and recommendations for action
Review drafts and create final documents, reports, etc

Coordinate department activities with other departements as needed
Attend appropriate committee meetings and represent staff in permit discussion and decisions

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B. A.) from four-year college or university in Planning, Geography, or related field; and one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
(A) Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement; Extensive knowledge of planning programs and processes; Working knowledge of Personal Computers and GIS applications;
(B) Skill in the area of drafting and designing; Skill in the operation of the listed tools and equipment.
(C) Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public; Ability to establish effective working relationships.
SPECIAL REQUIREMENTS:
Valid State Driver's License, or ability to obtain one.
TOOLS AND EQUIPMENT USED:
Personal computer, including word processing; motor vehicle; calculator; phone; copy and fax machine; various graphic design tools.
