POLICE CAPTAIN
REPORTS TO: CHIEF OF POLICE
MISSION:
The primary mission of all employees is to provide the citizens of the City of Ellensburg with the most efficient and effective service possible. Each employee is expected to treat all people with the courtesy and respect due to them at all times.
SUMMARY:
In the absence of the Chief of Police, the employee shall assume responsible control of the Department, perform the duties and exercise the powers incidental to the office of the Chief of Police. Provides a variety of complex analytical, administrative and technical work in the development of programs, services, policies and procedures to devise the most efficient and effective methods of accomplishing the work of the Ellensburg Police Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

§ Provide administrative support to the Chief of Police
§ Provide professional advice to the Chief of Police and supervised staff
§ Assist in policy development
§ Manage assigned operations to achieve departmental goals within available resources

§ Monitor department expenditures and assist in the preparation of annual
budget requests.
§ Assist in the development of short and long range plans; coordinate activities with other departments and agencies as needed.
§ Review and evaluate programs and services to determine whether they meet department goals and mission.
§ Plan study of work problems and procedures such as organizational change, communications, information flow, inventory control, or cost analysis.
§ Make presentations to supervisors, boards, commissions, civic groups and the general public as assigned.
§ Assist in preparation of a variety of studies, reports, and related information for decision making purposes; conduct research, analysis, and prepare recommendations regarding proposals for programs, grants, services, budget, equipment, etc.
§ Provide direct supervision of three Patrol Sergeants and conduct evaluations twice a year.
§ Coordinate Reserve Program/Training Program
§ Manage property and evidence room
§ Oversee Department motor vehicle fleet
§ Conduct Internal Affairs Investigations
§ Supervision of Detective Division
§ 24 hour on-call responsibilities
§ Miscellaneous Duties:

Attend meetings in absence of Chief of Police

Approve Concealed Pistol License, Firearm purchase and City business license
requests
Assist in department hiring process
Perform regular police officer duties as needed
Other duties may be assigned.

Responsible for the supervision of the Patrol Sergeants, Detective Division and Reserve Officers.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Bachelors Degree, three years as a First Class Officer with the Ellensburg Police Department and three years supervisory experience; or substitute seven years supervisory experience in lieu of Bachelors degree (*equivalent combination of education and experience totaling seven years), and three years First Class Officer with Ellensburg Police Department. *one year college equivalent to 45 credit hours
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
(A) Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment; Considerable knowledge of applicable laws, ordinances, and department rules and regulations; Extensive knowledge of City's geography. Routinely exposed to confidential information; may disseminate such information consistent with departmental policies and procedures, requiring judgment.

(C) Ability to train and supervise subordinate personnel; Ability to perform
work requiring good physical condition; Ability to communicate effectively
orally and in writing; Ability to establish and maintain effective working
relationships with subordinates, peers, supervisors and the general public;
Ability to exercise sound judgment in evaluating situations and in making
decisions; Ability to follow and give verbal and written instructions; Ability
to meet the special requirements listed below;
SPECIAL REQUIREMENTS:
(A) Must possess, or be able to obtain by time of hire, a valid State Driver's License without record of suspension or revocation in any state; (B) Ability to meet Department's physical standards; (C) Basic Law Enforcement Training (or Police Officer Standards and Training) certification or equivalent.

Basic academy WSCJTC; BAC card; First Aid/CPR cards; Radar certified; 1st level supervision certificate

TOOLS AND EQUIPMENT USED:
Police car, police radio, radar gun, handgun and other weapons as required, sidehandle baton, handcuffs, breathalyzer, pager, first aid equipment; fire extinguisher; computer; typewriter; copy machine; fax; shredder; telephone.

While performing the duties of this job, the employee will provide information/collect information and coordinate projects and activities with KITTCOM, courts and prosecutors, DSHS and CPS, other area law enforcement agencies, the City Council, the Fire Department, and various community groups.
