Project Title: GMA Update

The GRANTEE is responsible for the preparation of all contract deliverables set forth below. The process and product shall be substantially consistent with the GRANTEE's grant application submitted to the Department for this round of funding and with the requirements of the Growth Management Act. Deliverables will be provided to the Department in electronic format wherever possible. At the Department's or the GRANTEE's request, deliverables may be provided in paper format.

Please address the following elements:

Project Description: goals, purposes, objectives and context or fit with the GMA Update.

Our goal is to update the following no later than September 2002:

  • the Town's existing Comprehensive Plan, as adopted in 1994.
  • The Town's existing Critical Areas Ordinance, as adopted in 1994.
  • The Town's Shoreline Management Program, as approved by the State of Washington Department of Ecology in 1974.

In order to accomplish this goal, the Planning Commission has retained the services of a planning consultant to assist in updating our Comprehensive Plan and Shoreline Management Program. In addition, the Planning Commission is in the process of retaining the services of a geotechnical engineering consultant to assist in updating our critical areas ordinance.

By updating these documents, the Town seeks to set forth a clear vision for future development within the Town that is consistent with state and local statutes, protects those aspects and characteristics of the Town that residents wish to retain, and provides for the ongoing needs of current and future residents.

Milestones: phases, steps, timing for key components of the project.

To meet our goals, we have established the following milestones:

A. Comprehensive Plan update:
(1) Planning Commission to complete preliminary revisions of text by December 2001.
(2) Planning consultant to complete technical revisions by May 2002.
(3) Planning Commission to complete final revision of plan, including technical revisions, by July 2002.
(4) Town Council to review and adopt new Comprehensive Plan by September 2002.

B. Critical Areas Ordinance update:
(1) Planning Commission to award contract to geotechnical engineering consultant by November 2001.
(2) Geotechnical engineering consultant to complete critical areas survey and produce recommendations by December 2001.
(3) Planning Commission to update existing critical areas ordinance using consultant's survey results and recommendations by February 2002.
(4) Town Council to review and pass new Critical Areas Ordinance by April 2002.

C. Shoreline Management Program update:
(1) Planning Commission to complete review of existing program by May 2002.
(2) Planning consultant to complete technical review of existing program by June 2002.
(3) Planning Commission to complete final revision of program by August 2002.
(4) Town Council to review and pass new Shoreline Management Program Ordinance by September 2002.

Deliverables: e.g. draft or adopted development regulations (including for concurrency, and critical areas if appropriate), or amendments thereof; draft or adopted comprehensive plan amendments, and/or an adopted resolution indicating the GRANTEE's completion or progress and intent in meeting the GMA update requirement.

Adopted versions of each of the documents described above will be delivered to the State of Washington Department of Community Development on or before September 30, 2001. If adopted versions are not available due to unforeseen delays in the review and update process, draft versions of those documents will be submitted on September 30, 2001 with an updated schedule indicating the date by which the final version is expected to be delivered.

Status Reports: The Town will submit a brief status report on or about March 15, 2002 indicating progress-to-date and describing how the FY 2002 work items will be completed by June 15, 2002; a report on or about January 15, 2003, only if the GRANTEE has not completed their project.

Close-out-Report: The Town will submit a brief report (500 words or less) describing project accomplishments when project as specified in the scope of work is completed but no later than June 1, 2003.
