Memorandum of Understanding Regarding Improvement of Mobility

This Memorandum of Understanding (MOU) between the City of Bothell and the City of Woodinville identifies that it is to the benefit of both agencies to work cooperatively on mobility issues that impact the transportation systems within their growth boundary and to coordinate to improve the transportation network through long range planning, adjacency impact mitigations, and open communications.

WHEREAS Bothell and Woodinville recognize that transportation impacts are a regional area issue; and

WHEREAS a good transportation system network is essential to the health and well being of a community; and

WHEREAS both cities recognize that there are transportation needs within the adjacent city that are directly impacted by development within their limits; and

WHEREAS it is in the best interest in the public works to cooperatively identify significant projects that will mutual benefit both agencies; and

WHEREAS through better partnership planning, project development, and securing funding can occur;

THEREFORE, the City of Bothell and the City of Woodinville enter into this Memorandum of Understanding to strive to improve mobility of our communities through the following means:

1. Work cooperatively on transportation short and long range planning.

2. Identify regional significant transportation needs that impact both cities.

3. Projects with potential significant traffic impact shall be discussed with the intent to mitigate identified impacts.

4. Work cooperatively to develop methods to obtain funding, for those identified projects which are agreed would be beneficial, through developer mitigation, partnership on grants or other mutually agreed upon methods of securing funds.

5. Coordinate efforts with the development of the six (6) year Capital Improvement Plan and Transportation Improvement Plan for respective agencies for those projects identified in Item 2 of this MOU.

6. Invite the other agency to participate in the planning and development for projects identified in Item 2 of this MOU.

7. Review Design Standards for those roadways that are adjacent to the two cities.

8. Communicate with each other on proposed and current developments with PM peak hour trips greater than 8 that impact those projects identified in Item 2 of the MOU.
